Russia and India is set to sign a multi-billion dollar deal for S-400 'Triumf' long-range air defence missile systems on Saturday following talks between Russian President Vladimir Putin and Prime Minister Narendra Modi in Goa. Sheer political logic dictates that Dalits look for allies who share their social, political, and material predicament, writes G Sampath in The Hindu. "Today, a confederacy of casteist forces with control over capital and the state apparatus are on one side, and a mass of socially oppressed and economically marginalised are arrayed on the other. The law and order situation is deteriorating and development work has been badly hit due to financial constraints in Bihar, writes Sushil Kumar Modi in Mint. "When the JD(U)-BJP, coalition came to power in 2005, it was on the promise of providing law and order and development. Once in power, the coalition made efforts to ensure speedy trials of the dons, managed to rein them in and ensure improvement in law and order. But law and order concerns are once again surfacing with the current government. With chief minister Nitish Kumar under pressure from alliance partner RJD, the state government did not assign a senior advocate to fight the cases against Shahabuddin. As a result, Shahabuddin got bail in more than 35 cases in the past few years after junior law officers were assigned to handle the case," he writes
RBI rate cut suggests that it is interested in maintaining the growth momentum, writes Pulin B Nayak in The Indian Express. "Two key factors seem to have contributed to the rationale for the rate cut. First, there has been a fall in retail inflation in August to 5.05 per cent, but secondly, and more importantly, there is the expectation in the coming months of a decline in food prices owing to a reasonably good monsoon in the past Kharif season," he says.
