While Prime Minister Narendra Modi pulled at the heartstrings of Kutch vote bank in poll-bound Gujarat on Monday, talking about the budgetary allocation for Narmada and asking people to chant 'Narmade, Sarvade', not everyone could be a part of this.

Those who went to hear the PM's talk wearing black--T-shirts, headgear, or anything of that particular colour were barred from entering the venue of the public meeting in Bhachau, reports Indian Express. The report says this was done to ensure there's no protest against the Prime Minister. Because apparently, black means protests.

So whose idea was this?

Akshay Raj, an IPS officer who was in charge of a few gates at the venue told the newspaper that they had instructions from the superior. He said he didn't know the reason.

Meanwhile, Tarachand Chheda, a former minister and the BJP MLA told Express that he was not aware of the issue and had not given any such instructions.

Modi is on a two-day visit to Gujarat. This is the fourth visit in the past five months. The Prime Minister laid the foundation stone for Rs 996 crore worth infrastructure projects at Kandla Port Trust (KPT) in Gandhidham.

He also inaugurated the third Narmada pumping station near Bhachau town which was completely devastated during the 2001 earthquake.

During the public meeting, PM Modi said that a larger budgetary allocation was made to provide Narmada water to most parts of the arid district that battles severe water scarcity.

"At this time, do not forget the poor, pledge to use Narmada water judiciously so that it greens your farms and brings prosperity not just to you but the poor as well," Modi said. He said that now that Narmada water has reached Kutch, it promises to change the lives of people in the scarcity-ridden state.
