NEW DELHI: Over 13 million people are set to vote today as Delhi goes to poll. In 11,763 polling stations across the capital, leaders will be elected in 70 constituencies — 12 of which are reserved for Scheduled Castes (SCs), as per the Delimitation Act, 2002.
The Election Commission has announced that photo electoral rolls will be used for the election, with 100 percentage coverage. The polling booths are to be all on the ground floor and provided with ramps in order to be differently-abled friendly, according to the EC.
Voter-verified paper audit trail (VVPAT) Electronic Voting Machines will be used in two constituencies, while all other constituencies will have regular EVMs. The VVPAT EVMs allow voters to verify that their vote was cast properly, by providing them with a paper slip with serial number, name, and symbol of the candidate they voted for. Delhi first used VVAT EVMs in the last assembly elections in December 4, 2013.

The Election Commission has issued a new set of instructions for the "First Level Check of EVMs," which will be used in the poll in Delhi.
Following Supreme Court's judgment on September 27, 2013, there will be a “None of 4the Above” (NOTA) option in the EVMs. "On the balloting unit, below the name of the last candidate, there will now be a button for NOTA option so that electors who do not want to vote for any of the candidates can exercise their option by pressing the button against NOTA," according to the EC.

All critical events will be recorded on video, including the polling process in identified vulnerable polling stations, storage of polled EVMs, counting of votes etc.
The EC said that webcasting, videography and digital cameras will also be deployed inside polling booths wherever needed. The CDs of video recordings will be available on payment to anyone who wants it, they said.Suggest a correction
